Currently you can only allow or disallow role types in Courses to access "Configure" which contains all of the elements pictured (Basics, Features, Schedule, etc.) - it would be nice for those to be broken down into individual permission items so you could allow roles to have access to Chapters or Assessments, but not Enrollment and Deactivation, etc.
