Currently you provide the option of a user re-enrolling themselves into a course without losing their previous completion history, however this option is not available at the admin level. This is really important for admins who need to re-enrol users, especially multiple users at once.

For example, we have a Privacy module that organisations might decide they need to do a 'blitz' on following a privacy breach. At the moment they have to unenrol and then reenrol their learners, which deletes all previous completion histories. Surely there should be an option to re-enrol them?
