Please allow assignments and quizzes to be synced from a template to a child course without having to use a question bank. If someone wants questions modified in the child course, they could just modify the child course.

I have a number of courses that need to be updated annually, and I've just discovered that changes to the quizzes and assignments have not been syncing (or weirder still, have synced sometimes but not others!) This is despite there being an option to sync assignments in the sync configuration settings.
