There is a logic issue with Competency feature.

When a user achieves a Certificate - say from completing a quiz - if the Certificate is then removed from that quiz for future learners, it dfoes not remove the certificate achievement from past learner's profiles.

When a user achieves a Competency - say from completing a quiz - if the Competency is then removed from that quiz for future learners, it ALSO REMOVES the competency achievement from past learner's profiles.

Competencies achieved should remain on user profiles, same as Certificates achieved.
