The current workflow for purchasing courses lends towards the risk of a customer accidentally purchasing more than 1 license unintentionally. This just happened with a customer of mine who visited the course page 3 times, clicking to purchase the course before navigating elsewhere and coming back. He completed the purchase the 3rd time, not realizing he had 3 licenses for the course in his cart. 

I recommend that visiting the purchase page does not add an additional item to the cart for that course if that course is already an item in the cart, unless the user has specifically clicked the dropdown menu to purposefully purchase more than one item in the cart.
