Issue: Udemy catalog is available to everyone, users think they can enrol themselves into the course but they do not have a license = confusion. We don't want students to think they can enrol in these courses. Courses are constantly appearing and the catalog is messy.

Possible solution 1: Hide the Udemy catalogue for Learners.
Possible solution 2:  Feature/toggle that disables any possibility of enrolling to Udemy courses for Learners.
