HTML Templates for Non-developers

It would be helpful to have HTML content creation resources for non-developers that would enable us to make our content more consistent, accessible, dynamic and interactive. We are looking for templates that would include some, or all of the following elements as not everyone has authoring software like Articulate & Captivate.

Dynamic Elements:
Accordions: Collapsible sections of content that can be expanded or collapsed by the user. 
Flip Cards: Elements that can be flipped to reveal more information. 
Tabs: Allow for organizing information into different sections that can be accessed by clicking on the tabs. 

Layout Elements:
Ordered Lists: Numbered lists.
Check Lists: Lists with checkboxes.
Blockquotes: Formatted text used to highlight a quote.
Jumbotron: A large, prominent area for displaying important information.
Callouts: Specialized areas for highlighting important information.
Tables: Organized data in rows and columns.
Two Panels (Equal Height): Layouts for displaying content in two columns of equal height. 

Other elements would include:
Image placeholders: Templates allow for aligning images to the left, right, or full width of the page.
Placeholders for embedded Videos: You can embed videos into your course content.
Columns: Templates can create multi-column layouts.
