Currently, Organization (partial) Administrators can only see Paths they create that are associated with a given course (goal).  Full Admins on the other hand can see all paths in which the course has been set as a goal.

This seems necessarily limited and you would benefit from showing an Org Admin all the paths in their organization that a particular course is connected to as a goal.
