Create a unified group/team system that allows groups created once to be reused across all assignment types (Assignments, Quizzes, Surveys, Dropbox submissions) with true group submission capabilities, eliminating the need to recreate groups for each assignment.

Problem Statement

The current system has significant gaps in group/team functionality that create redundant work and limit collaborative assessment options:

1. Fragmented Functionality: "Teams" and "Groups" appear to be separate systems that don't integrate
2. Limited Team Scoring: The current "Team" option only allows scoring combined efforts but doesn't support true group submissions where one person submits on behalf of the team
3. Assessment Type Restrictions: Team functionality doesn't work with Quizzes, Surveys, or Dropbox submissions, limiting collaborative assessment options.
