We need time based user archival not based on a completion or other event.  The issue with user archival based on a completion event is that you are dealing with too many variables.  For example, we don't want a completion to archive a student because they may be enrolled in other classes and we still want to all them to have access in case there is additional learning they want to take.  For paths that only require a portion of the courses to be completed in order to get a completion we don't just archive them because they completed the minimum requirement for completion.

For organizations who sell access to courses for a set time we need the ability to archive that user after that set time.
