We need the ability to define how long a user is able to be an active user based on a number of years or days. This would be similar to the time constraint put on a course except it is placed on the user.  Our use case for this is that we often provide access for a a year at which time we want the user to be deactivated unless they purchase something again.

The problem we face is that in the current environment they could still login after a year even if they don't have access to content and this login would occur a cost.
